Russian Luna-27 probe to find resources that can be used as fuel on the lunar soil by the end of 2028?

Market Rules

In 2020, Russia announced plans to send a probe (Luna-27) to the moon to investigate the presence of frozen water on the satellite. Russian space agency Roscosmos is working with the European space agency ESA to develop machinery that would be able to penetrate the lunar soil in search of water and to investigate the potential use of the Moon's natural resources.

Depending on what the probe finds, scientists speculate it may become possible to develop fuel or even create oxygen from the lunar soil, making it possible to build a manned base on the moon that could make space launches more economical.

If by the end of 2028, the Russian space agency (Roscosmos) confirms that resources that can be used as fuel were indeed found on the moon, this question will be resolved as "yes".
